IMPORTANT DATES and REMINDERS for 2021
CONSTITUTIONAL AMENDMENT ELECTION
NOVEMBER 2, 2021

 

January 1, 2021 – First Day for voters to submit an application for ballot by mail (ABBM) for an election in 2021. The application is considered submitted at the time of receipt.

 

This includes submitting an ABBM, an Annual ABBM, or a Federal Postcard Application (FPCA). The Annual ABBM and FPCA allows the voters to receive ballots for all elections in which they are eligible to vote held in 2021.  Voters who will be 65 or older on election day or voters with a disability are eligible to submit an annual application.  The application is considered submitted at the time of receipt. (Secs. 84.001 (e), 84.007).

 

To request an application, please see the following options: (Our office does not voluntarily mail out ballot by mail applications)

 

  1. Please see the ballot by mail link on our webpage to print the ballot by mail application out.
  2. The requestor may call 936-634-8376 option 4 to request our office to mail you an application.
  3. The requestor may stop by our office and request the application over the counter.

 

If you are unable to make it to the second floor to our office, please park under the handicap awning and call our office directly and we will come to your vehicle with the requested application.

IF YOU FAX OR EMAIL your ballot by mail application to our office, OUR OFFICE MUST RECEIVE THE ORIGINAL APPLICATION NO LATER THAN THE FOURTH BUSINESS DAY AFTER IT WAS RECEIVED BY FAX OR EMAIL.

October 4, 2021 – Last day to register to vote to qualify for the November 2, 2021 Constitutional Amendment Election

 

October 18, 2021 – First Day of Early Voting by Personal Appearance

 

October 22, 2021 – Last day to apply for ballot by mail (Received, not Postmarked)

(If you fax/electronically submit your application, you must mail your original application and we must receive it within 4 business days for that application to qualify for the Election that is being held.)

 

October 29, 2021 – Last Day of Early Voting by Personal Appearance

 

November 2, 2021 – Election Day and the Last Day to *Receive Ballot by Mail Ballot.

*Tuesday November 2, 2021 (election day) at 7:00 p.m. OR Wednesday, November 3, 2021 (next business day after Election Day) at 5:00 p.m. if carrier envelope is postmarked by 7:00 p.m. at the location of the election on Election Day (unless overseas or military deadlines apply)

 

November 8, 2021 –

 

  1. Last Day to receive ballots form non-military and any military voters casting ballots from outside of the United States who submitted an ABBM (not FPCA) AND who placed their ballots in delivery by 7:00 p.m. on election day, Tuesday, November 2, 2021, as evidenced by a postal service cancellation mark or a receipt mark of a common or contract carrier or a courier (Secs. 86.007, and 101.001) A late overseas ballot sent by a voter who applied for a ballot using an ABBM (not an FPCA) cannot be counted if it does not bear a cancellation mark or a receipt mark.  The deadline is extended to the next regular business day which is Monday November 8, 2021, due to the 5th day falling on a Sunday. (Sec. 86.007(d-1))
  2. Last day to receive ballots from non-military voters casting ballots from overseas, who submitted a FPCA, AND who placed their ballots in deliver by 7:00 p.m. on election day, Tuesday, November 2, 2021. (Sec. 89.007(d) and (e)) The deadline is extended to the next regular business day which is Monday, November 8, 2021, due to the 5th day falling on Sunday. (Sec. 86.007(d-1))
  3. Last day to receive carrier envelopes mailed domestically (within the United States) OR overseas from voters who submitted a FPCA AND who are members of the armed forces of the United States, or the spouse or a dependent of a member of the armed forces, members of the merchant marines of the United States, or the spouse or a dependent of a member of the merchant marine, members of the Texas National Guard, or the spouse or a dependent of a member of the Texas National Guard, a member of the National Guard of another state, or the spouse or a dependent of a member of the National Guard of another state, or members of the Reserves, or the spouse or a dependent of a member of the Reserves. (Secs. 101.057 and 101.001)

 

NOTE – The carrier envelope or, if applicable, the envelope containing the carrier envelope sent by the members listed above who applied to vote by mail using the FPCA does NOT need to bear a cancellation or receipt mark in order to be counted.

  1. Deadline for provisional voter to (1) present acceptable photo identification to county voter registrar; or (2) if the voter does not possess and cannot reasonably obtain acceptable photo identification, follow the Reasonable Impediment Declaration procedure at the county voter registrar; or (3) execute an affidavit relative to “natural disaster” or “religious objection” in presence of county voter registrar, if applicable; or (4) qualify for the disability exemption, if applicable, with the county voter registrar. (Secs. 65.054; 65.0541)
